We aim to deliver an environmentally sustainable development which will enhance the neighbouring communities through a strong mixed tenure community with a high quality of life for residents.
We seek a vibrant community with a high level of involvement by its citizens in decisions that affect them all.
Housing
To be effective, the new community of Hilton needs to cater for buildings – both individually and collectively – that can meet different needs over time, and that minimise the use of resources. Hilton will provide a well integrated mix of high quality homes of different types and tenures to support a range of household sizes, ages and incomes. Homes will be available for sale and rent, with a particular emphasis on affordability through schemes such as “rent to buy” and “shared equity”.
We will provide sufficient range, diversity, affordability and accessibility of housing within a balanced housing market.
Education
The proposed community of Hilton lies adjacent to Camdean Primary School. The school was built in the early 1950s and whilst it scores well in terms of academic achievement, its building fabric shows its age.
Options, which will require a joint partnership with Fife Council, include an upgrade to the existing school, perhaps to include the attachment of new community facilities, or the complete replacement of the school with a state of the art, low carbon, environmentally friendly building.
Children of secondary school age would be accommodated at the existing Dunfermline High School, which is scheduled to have a new purpose build replacement school by 2012.
A children’s nursery could form part of the proposals.
Employment Opportunities
Several sites within the new community will offer employment opportunities. These include business space units, as well as the jobs associated with the nursing home, hotel, retail centre, etc. We will be seeking to create an environment where jobs are available locally to residents of Hilton and the adjacent neighbourhoods.
These new jobs and businesses will be well placed to take advantage of the influx of trade arising from the new Forth Crossing and from the Carriers Contracts.
Health Care
A key component of the proposals is the provision of a number of health related projects. These include homes for “assisted living” located adjacent to the nursing home.
A small medical centre offering services such as dentistry, chiropody, doctors etc is also envisaged.
Public Space
A strong emphasis will be placed on public space with particular attention to public squares and community areas/walkways such as the creation of a pathway/cycleway along Brankholm Burn.
Provision is also made for a new swing park/play area.
Transport / Road Traffic
Traffic calming will be a key feature of the development through the creation of design elements creating a safe environment for pedestrians, cyclists and motorists.
Retail
Rosyth benefits from a good network of clustered retail shops, located at various locations throughout the town.
A new local centre for similar units is envisaged in Hilton where we will be looking to attract retailers such as Tesco Express, Marks & Spencers Simply Food, LIDL, etc.
Environment
Using modern technology we will provide high quality, mixed use, durable, flexible and adaptable buildings which minimise environmental impact.
Buildings and public spaces will be designed to promote health and to reflect a safe environment in which to live, work and play.
Appropriate size, scale, density, design and lay-out will complement the distinctive local character of the community.
