Who we are

The Kapital Foundation is promoting plans for the new community of Hilton.

The Kapital Foundation chariman is Keith Punler, formerly founder and Chief Executive of The Manor Kingdom Group Limited.

Twenty seven national awards were bestowed upon the business during his tenure, including British Housebuilder of the Year four out of five years between 1999 and 2004, and Keith was nominated as Young Scottish Entrepreneur of the Year in 2000 and as Scottish Entrepreneur of the Year in 2001.

He is Chairman of the Fife Sports and Leisure Trust which operates leisure facilities on behalf of Fife Council and is also a Trustee of the Carnegie Dunfermline Trust and the Carnegie Hero Fund Trust, two of the philanthropic foundations established by one of the world’s leading philanthropists, Andrew Carnegie.

Born and raised in Rosyth, Keith understands the local issues facing the community and now seeks, through collaboration with other partners, to develop a sustainable community for the 21st Century, based on the original 19th Century ethos of the Garden City Movement. The Kapital Foundation are promoting the development.

The Kapital Foundation is a charitable trust which seeks to embrace its responsibilities in the communities it serves, with two over-riding aims:

  1. helping young people achieve more in their lives; and
  2. to contribute to the creation and development of strong, sustainable and inclusive communities.

Our key objectives are to:

  • develop a new “model” community for the design and management of 21st Century homes and neighbourhoods, creating the conservation areas of tommorrow
  • to take responsibility to future generations very seriously by setting exceptional standards in environmental design and sustainability
  • influence the debate on affordable housing
  • assess how community assets can contribute to a thriving civil society
  • fund new and more effective ways of engaging residents in developing and managing homes and neighbourhoods

In 2010 we are promoting a new community on the edge of Scotland’s original Garden City at Rosyth. The priorities are first, an environmentally sustainable development which will not impact adversely on neighbouring communities; second, the creation of a strong mixed tenure community with a high quality of life for residents; and third, a model which others contemplating edge-of-town extensions may find useful. An over arching priority will remain the creation of a vibrant community with a high level of involvement by its citizens in decisions that affect them all.

The aim is to achieve a high proportion of affordable housing, top quality design with well-used green space, good traffic management and a safe and sustainable environment. Homes will be available to provide a well integrated mix of different types and tenures to support all incomes and ages with options including 'rent to buy' and 'shared equity'. We will also assist with finance packages for first time buyers.

We are supported in this vision by the international consultancy RPS who are providing multi-disciplinary advice in the development of Hilton.
